Sexual violence remains a serious and widespread issue in Australia, with recent data from the Australian Bureau of Statistics revealing that 1.7 million people (8.7 percent) experienced sexual harassment in 2021 and 2022 alone.
Sexual violence is particularly common in nightlife settings such as pubs and clubs, with nearly half of 18- and 19-year-old victims reporting incidents occurring at pubs, clubs or parties.
Licensees have a responsibility to minimise alcohol-related harm, which includes creating a zero-tolerance culture for sexual violence.
To help support venues reduce incidents of sexual violence, Liquor Control Victoria (LCV) is rolling out a new Responsible Service of Alcohol (RSA) training module ‘Sexual Harassment and Assault: Recognise, Prevent and Respond’.
The training will be available online from December 2025 and will be mandatory for anyone undertaking their RSA.
The module will equip staff with the skills to effectively identify, prevent and respond to sexual harassment and assault in hospitality settings, as well as intervene safely when necessary.
LCV further recommends that venue operators ensure staff training and reporting processes are up to date.
It is vital that victims are believed and supported. Support services include Sexual Assault Services in each state, the Sexual Assault Crisis Line (1800 806 292), or in an emergency calling 000.
Staff requiring support should be encouraged to contact 1800RESPECT, Lifeline or WorkSafe.
Licensees need to ensure their venues are safe from violence and aggression.
One of the easiest ways to do this is to ensure all staff follows RSA practices.
To this end, LCV has created a checklist Zero in on Intoxication to assist managers and staff in understanding their obligations, knowing how to monitor behaviour, and advising on early steps for intoxication prevention.
By prioritising staff training, promoting responsible service practices and fostering a culture of zero tolerance, venues can play a vital role in protecting staff and patrons from sexual violence and creating safer nightlife environments for everyone.
